Titan IV with 4 SRBs? Wouldn't that rival the Saturn IB? Why was our braintrust so shortsighted?

Yes, it would. UTC - builders of the SRBs - also had plans for parachute recovery of the bosters. Had this gone forward, then either the Shuttle SRMs would ahve been made far better, or not at all... based on the much cheaper lessons from the recoverable 120-inch SRMs.
