Lose some of the submarine details, and that would (I think) function as a fairly stealthy surface ship, maybe as some sort of littoral support ship.

It looks like there's a telescoping hatch that encloses both aft gun and the forward gun/VLS launchers when submerged. Interesting concept, I probably would have gone with some sort of retractable upper works as well to improve upon the underwater streamlining to reduce noise.
