That's part of the reason behind the multi barrel designs, you can be changing one while another fires, of course, only if the weapon is not guided.  If it is, you would have batteries of weapons, several firing while others are loading.

We keep talking about barrells but it's actually cartridges that are loaded, by hand at the moment.  I'm sure it would be feasible to make a mechanism capable of automating this process.

Another thing is that it's only early days for this weapon.  Even if it proves to be a success, it's got to surive funding & politics.  If it does, like with any other weapon system, it'll be years before it's adapted as the norm.  It was three hundred years from the first use of a gun in battle to it being standard issue, nearly a hundred years before automatic weapons became the norm.
