It is indeed US, the Cunningham T 1-E 4.

Now here's the Whiff, what if the US had kept the layout of the Cunningham and built a larger vehicle using a Christie suspension?

By 1940 you might have something bearing more than a passing resemblance to a Pzkpw 3 with T34 running gear, add on an M4 turret and it could be interesting.

I've attached a very quick notional profile, proportions etc are not exact.
