How about an aircraft carrier/airport?

Also why limit it to starting in 1917?
The first military use of an aerial vehicle off of a vessel was in the US Civil War.

I would love to see the ship they would need for a 747! Hey, British airways could have a floating terminal 5 next to it,along with a couple of container ships to handle all the lost baggage!

The rock itself is too small to support a flying platform. but there's no reason you couldn't build something around it.  A de-milled, permanently-moored escort carrier would supply the flying-off space.  The control tower could double as a lighthouse.
