So if I took the Airfix 1/48 Stuka, slung some panniers under wing and under fuselage, put it into a bush pilots hands,  and gave it a diesel engine, that would qualify?

Diesel punk is kind of like Indiana Jones or the Rocketeer, kind of like 1920s 1930s and 1940s tech. Like flying wings and luft46 stuff. So basically a prop, piston with say a Rocketeer thrown in if desired. The stuke by itself would qualify just fine.
