Heere I think did include Volksturm.  You're right it doesn't include the SS.   Panzer '46 is closest I think.

Now I always thought the Volksturm was part of the political establishment rather then the Heere. Organised by the Party ? In fact I thought that after the July bomb plot the Heere theoretically became part of the Party. Isn't that why the Heere infantry divisions became Volksinfantry/Grenadier divisions ? Army structure is not my thing I hasten to add

When in combat, Volkssturm units came under the control of the OKW (as opposed to OKH). The Nazi Party (through local Gauleiters) was only responsible for Volkssturm recruitment and organization.

Thanks.  I was under the impression that the Volksturm were under OKH operationally but under der Partei for political purposes.

Actually if referencing the Army only it would be Heer '46.
