Tonka SAR Aircraft Idea

Hey Guys, This might sound a Bit Nuts but..What If the Panavia Tornado(Aka Tonka),were used as a SAR Aircraft to deliver Rafts,Etc. to Survivors in the water until Coast Guard,et.al Arrived on scene? Think it would Work? Just something I've Wondered about. thanks For Looking.Dan
