I don't know how it would work on paper.   Back in the 60's we used a mixture of varnish and talcum powder to seal balsa.   It may work on thicker paper.

Problem with talc/dope is that it filled the pores of balsa and was then sanded.

An old wargaming trick when using plastecine to make plumes etc is to seal it with Banana Oil. Used to be used by Flying aircraft modellers for some purpose or other. Covered it beautifuly and could be painted over, no idea if you can still get it ?
