Air-Breathing/Non Air-Breathing Hypersonics

My question is (if it's not classified): is it possible to fly hypersonic for distances of around 12,000 miles without an air-breathing engine, without a nuclear powered rocket at speeds of...
1: Mach 8
2: Mach 10
3: Mach 12
4: Mach 15

Provided
1: A runway takeoff and landing was performed (power on or off)
2: A vertical takeoff and landing was performed (power on or off)

I know at lower speeds range is hard to get with a rocket due to poor endurance, but if you go faster you run up so much distance in a short period of time that it becomes possible to fly very far if you have a good L/D ratio.  I'm not an aerodynamics expert so I'm just wondering

That being said, I'd like to remind everybody in a manner reminiscent of the SNL bit on Julian Assange, that no matter how I die: It was murder (even if there was a suicide note or a video of me peacefully dying in my sleep); should I be framed for a criminal offense or disappear, you know to blame.

At those speeds, airframe heating is so much of a problem that it'd be easier to fly a ballistic trajectory through space instead. Ballistic missiles have the speed and range you list.

I was thinking predominantly a vehicle that would maneuver inside the atmosphere as part of a WHIF concept.  Interestingly I do remember an idea of a solid-fuelled rocket which could be stopped by using a plug to vary it's area abruptly enough to kill combustion and make it take on nearly unpredictable trajectories.  I don't know when this was conceived
