Over-arching comment regarding most of the recent failures in military designs:

As any good engineer will tell you, engineers should under-promise & over-deliver. Unfortunately the modern trend is that the engineers are being driven by the marketing departments to over-promise & under-deliver, & that is leading to far too many (especially military) projects collapsing after excessive amounts of money over budget forecasts have been wasted on trying to get them to meet even a significant percentage of the promised performance.

My challenge to the military hardware (& software) designers/suppliers is to get their marketing fornication-finger-joints out of the process & let the engineers do their jobs properly, for a change.
