Actually its weight would not be the problem its weather it is water tight or not. During WWII with the invasion of Normandy and the need for a harbour that was transportable, the resulting design used sections that were made out of concrete which floated and the practice is still used today. Its simply (he says  ) a matter of keeping the water out of the container as its weight displaces water rather than having an ability to float. [/JMN]
