I have to ask why that thing needs anchors?  Would it be in danger of getting loose?

I could say "to secure it when it fires a broadside" but you'd need a few more, and bigger ones than those two 

It's actually not that far removed from some French Pre-Dreadnought designs.  Just add tracks.

The pre-Dreadnought era has always fascinated me and I've just picked up a relatively new Osprey and Bookazine on the subject

Or maybe the thing has a crew which consists of both army and naval personnel ? The navy man the turrets and the army the automotive bits ? So the anchors are there to make the matelots feel more at home ?  Mind you thinking about it, it's more likely to be a purely naval operation ?
