These events actually crop up in at least one episode of Foyle's War.

Government of the day was between a rock and a hard place when it came to it and that also is explained quite well in the same episode.

They couldn't organised a proper "Jack up" where ringleaders are not identified and it would impossible to prosecute them.  Downunder, we had several "Jack ups" where whole units refused to obey commands on parade, from the WO1 down to the lowest private.  It was impossible to identify supposed "ring leaders" and so no one was prosecuted.  Of course, it was usually the WOs and Sergeants that organised it but it was impressive to see an entire battalion on parade, refusing to obey commands except "dismiss".

The RAF were bloody minded as well - refusing to allow sufficient members to be demobbed, fast enough, without explaining what they were doing.  If they had explained it and took the members into their confidence, they would have had some come onside.  Because they chose to prosecute them, they put them all offside, automatically.  The members were of course right to not be willing to enforce punitive actions against the colonials.  Empires can only exist if the rank and file agree with them.
