i was there, that was recorded at the Bierset Belgian Helidays in may, that effect is what you get when the shutterspeed of your camera is the same speed as the rotorblades  B)

Nonsense! That's perfectly normal for a Hind! Its a new system to reduce rotor component wear and it works like a charm!

Its just like wheels of horse cars in old westerns, sometimes they don't move correctly, see what I mean ?

One minor note folks, with moving pictures, film or video, it is more a matter of 'frame rate'  rather than 'shutter speed'.
