i was there, that was recorded at the Bierset Belgian Helidays in may, that effect is what you get when the shutterspeed of your camera is the same speed as the rotorblades  B)  
on the bench:

One minor note folks, with moving pictures, film or video, it is more a matter of 'frame rate'  rather than 'shutter speed'.
