This is a AESA jamming antenna, part of the SPECTRA electronic warfare suite, as far as I know.
There is no problem in keaping this antenna if you fit a pod, the hard point being lower on the back.

I don't know if your model includes a laser targeting pod or if it shows where it fits, so here is a picture of the Damocles LTP under the Rafale. The AN/AAQ-14 will probably fit in the exact same position.

For the AN/AAQ-13, there will probably be absolutly no need for it under the Rafale, the export variant having a very good terrain following fonction in its AESA RBE-2AA radar and the OSF (the "ball" on the nose) having FLIR abilities.

But I agree that this could be just cooler to have both the pods under the belly, so go for it!!  :wub:
