ITAR needs a serious re-write..... 

I'll not disagree there, but it's very unlikely to happen since it's administered from what, IMO, is one of the most disfunctional bureaucracies in the US government, the Department of State (my apologies to any other USG bureaucracy that feels slighted by that comment).  And your description is spot on about the level of nonsense involved.
