(open the zip file, unpack it, I think you need to run the setup thing, but it's in Japanese so I am not sure. Then unzip the other folder, and go into it, then run RPG_RT.exe) File size is about 1.3mb.

If all else fails, you might find downloading a copy of RPGmaker2003 sorts things and it'll play happily enough then. There's an option to include a 'runtime package' in the whole thing, but it makes the file 14 meg so I didn't do it.

Looks like you do need to have RPGmaker2003 installed to play it (or use the 14mb version, and there is no way I'm uploadig that monster).
YOu can get it (and various other cool game making gear) here.
I can heartily recommend Game Maker as well, although you might want to get a newer version; V8 is out now.
