The Sukhoi Bureau was inundated by orders for the SU-47MKV after Lt. Col Jose Luis "MATADOR" Martinez Perez's shootdown of Hugo Chavez and the subsequent Air Combat that followed the action.  Having embraced capitalism, the Sukhoi Bureau realized that a follow on was required.  Especially one that was simpler to build according to standard Sukhoi processes.  Admittedly, the SU-47MKV had actually been created as "One-Off" demonstrator however due to Venezuela's Oil Money, the bureau completed the contract with the mostly hand built Fighter-Bomber.
The SU-49 Vulture was this follow on.  Marketing studies by Sukhoi indicated that the world had changed a lot since 2000.  Countries changed their political view points.  Countries that had been firmly in the Democratic Spectrum had fallen to authoritarian rule suspicious of the US and Western Europe.  Countries that had been part of the Soviet Bloc now had gone to the west (militarily speaking).  There really were only two major types of technology available: NATO and WARSAW PACT.  This meant that many countries were transitioning from WARSAW PACT technology to NATO technology and vice versa.  Those countries had to use up the equipment of whatever they had in the past so that more of whatever new stuff had to be purchased, could be purchased.  At the same time it was noted that many countries wanted a Generation 5 Fighter Bomber, but were not worthy of either US/NATO trust nor Russian/Warsaw Pact trust.  Oddly enough these countries also wanted to "one up" their neighbors.  The SU-49 was designed with all these needs in mind, being capable of using both technologies and could be used with "plug and play" modularity.  It is commonly defined as a Generation 4.5 Fighter Bomber.
