I hesitate to bring it up, but there was an episode of Star Trek: Voyager called Distant Origin, wherein the Voyager crew encountered the Voth, a reptilian species descended from terrestrial hadrosaurs.

The Voth were traditional "forehead aliens" with some reptilian features.

As for birds, they are clearly related to dinosaurs, though the accumulated evidence shows they branched off much earlier than thought.

I've also read a book, many moons ago, that posited a world where the dinosaurs were wiped out only in the Americas, and they stayed separate long enough for sentient Mammalia to evolve in the Americas while the dinos continued to evolve in the rest of the world.

Sounds like on of the Harry Harrison Eden trilogy I mentioned earlier in the thread.
