That's because the CIA, like so many other once-worthy organisations, has been taken over by bureaucrats & they've done what bureaucracy does to anything it gets its slimy mits on!

(Please note: I'm not saying there shouldn't be rules but the ability to spout them verbatim, as gospel, & to write meaningless tomes about their application whilst never having to obey them "in the field" should not be held in high regard, & the rigid technocrats & bureaucrats hiding behind desks should be the last on the promotional list - not the 1st)
Agreed...heartily agreed.  I manage the Technical pubs for my squadron, and let me tell you, I've got preventive maintenance checks that still require me to hook up 5 different pieces of test equipment to troubleshoot/align one stinking radio- Audio oscillators, frequency oscillators, crystal mixers, frequency counters, dummy modules, and multimeters oh my.  No accounting for upgraded test technology.  Heck, I've got one tech order that says "Quartermaster Corps" in the headers with an initial publication date of May 1941!

Tell me about it.  Since the creation of ITIL,  IT has gone from being a science (and a bit of an art) to being a process and you have young whipper-snippers who've finished some poxy course telling me that I need to provide 10 different pieces of paper before I can touch the computer when a single command will fix the problem.

Back on topic, who built the Anastasia model? It looks similar (but by no means identical) to a profile I put up a while back....
