As some of you may already know, the F-16 is going to be kept in service, not only in the USAF.
Viper fleets like the PoAF's will be modernized as the Portuguese government realized that there's no way the country could afford the F-35A to replace the Viper. I think they made the wisest decision, better to have more upgraded 4th gen fighters than a few very modern machines that would suck the PoAF's resources dry in just a couple of years. :o
