Foiling Moths (see below) use a drag wire to control the incidence of their foils in a similar manner. (It's the one coming from the nose down). More wire in water (moth low) causes more drag - more lift on foil. Less wire in water (moth higher) less drag, less lift.

So the 'wire' is connected to the foils to change their angle of incidence?

I note the 'wire' has a small, spoon shaped paddle right on the bottom too.
Kit's Rule 1 ) Any aircraft can be improved by fitting longer wings, and/or a longer fuselage
Kit's Rule 2) The backstory can always be changed to suit the model

Anyway, I have started the finishing in the dark after work, and the result is rather awful, there will be more work to finish, maybe saturday in the day light. Retired ones among us are lucky...

Perhaps because it keeps the airframe weight down?

I can see it being used as an agricultural or fire fighting aircraft for sure.
Do not condemn the judgement of another because it differs from your own. You may both be wrong.
