That reminds me of an idea I had once: what if anti-grav was possible, but the form factor was really, really inconvenient? For instance, what if the irreducible minimum was a tower 300 feet high with a nuclear reactor at the top and a very delicate antenna array at the bottom and it could only go straight up or down, very slowly, BUT it could lift 1000kg to orbital height in four hours for nearly no running cost?
