They had something like this in a Tom Clancy book used to down an AWACS.

I've looked up the Clancy reference.  The toy in question appears to have been an exceptionally powerful electronic flash with a carefully calculated parabolic mirror that produced a very narrow beam of light that caused total disorientation and  sensory overload. Technically a non-lethal device, unless you happen to be piloting an AWACS aircraft at the time.
