I was just messin'. A flippant nod to jcf's notion that it's vapourware.  Good cheap advertising for the design house, never likely to be built.

The Colossea gives my Bond quip some legs.  The Everjust in Incredibles 2 was a similar design, with a detachable aircraft instead of an airship.  That's the kind of work the design house is likely to get, rather than a sub.  They're hoping someone likes their aesthetic and is willing to give them work, could be movies, car exterior or a fancy new chair.
