VIP transport. With the extra tanks it has the range to do Washington-Moscow at supersonic speed without refueling, for transporting one VIP in emergencies. Sort of like the Red Telephone hotline, only for physical presence.

Well, you could put civil register codes on it and big Red Cross markings on it and have it as some high speed body organ courier. You could strip out some of the military avionics compartments and refurbish them as refrigerated compartments for organ transport.

Got a heart transplant patient in New York, but the available heart is in Los Angeles? No problem.  ;)
