That was 'cause of Beattey's disastrous upgrade to the battleships which made their fighting tops basically uninhabitable because of exhaust fumes.   Not only couldn't the crews stay there for long, they couldn't see very well.  He had tripod masts mounted instead of pole masts and had them mounted further aft nearer the funnels.
