Why such short range and underpowered guns?

And the main guns
Lower barrel is a 10 cm Hellbore infinite repeater , upper barrel is a 7 cm photokinetic crystal enhanced long lance plasma laser



The hellbores are fed by supercooled hyrdrogen slush needles so ammo is basically unlimited but the weapon has a 1 second recycle period
The long lance plasers have a 1000 round magazine but still function as lasers after the photo kinetic crystal ammo has been expended.
