First seen in the early '60's, the Rhein ducted fan RF-1 was seen at the major airshow throughout Europe and one authority showed a major interest....The West German Police Force.
They required a slow, stable 'eye in the sky' watching borders and the highways.

Scale : 1/48

I've re-vamped one photo into a flyingboat.....kinda like a Republic SeeBee.

Sorry about the fan blur....but now it is a Flyingboat!
Thanks for the idea, as boats are my favorite of all aircraft.
I was wrong about the SeeBee, it's more like an Italian boat, name starts with an S....sorry, you guys will know.
