Need Help designing the Whiffies Awards Certificates.

All,
As the Minimaster of Ceremonies I am in search of a person with skill to create certificates that can be emailed to the 1st, 2nd & 3rd place winners in our upcoming event.  If possible (and no one objects), I would like to use the What If logo from this site either in the background or as a badge (or whatever). 
We are still working on a final list of categories so will supply that at a later date.

I may be able to help you generate the basic certificate, I generated some for my work using paint shop pro, but we would need to evaluate them and get a decision on layout style format etc. Once format has been decided on they would need to be printed off, but I can work on developing them to PDF template file which once all the names are typed in it would be a case of getting them signed.
