That little ventral intake could be to take in cold air that gets mixed with the exhaust to cool it, thus reducing IR signature?

Yeah it probably would, and unless you've got a second bypass vent to partially cool your reheat burn, you'd wind up being a massive IR signature.  The countermeasures system looks pretty damn cool though, well executed.
