IIRC it did at one point. The ATFI test plane had canards as well. On both the CCV and ATFI i think they were tested with canards at such steep ahedrals that they would have looked, from the side, like ventral rudders (or at least functioned only as such).

I just didn't really feel angled canards that much as it didn't look right.

If I recall, the Viper Canards were about 45-60 degrees downward cant on them, somewhat like the tails on the J-10, but mounted forwards.
