Actually, this submarine super-carrier makes an odd kind of sense if you assume a world in which the volatile fuels used to propel ICBM's & SLBM's were too volatile & ballistic missile development got no further than short-range tactical/battle-field weapons using more conventional fuels; possibly being air-launched for a limited stand-off capability.

Maybe the lifts are lozenge-shaped for the nuclear missile bombers, which are oddly shaped & which have already taken off, with the fighters now launching to catch them up & escort them to their target?
Has a life outside of What-If & wishes it would stop interfering!

My guess would be that the artist decided the lifts needed to be stealthed. Best explanation I can come up with. I like the design
and concept, but the subamarine elements are more jarring to me than the shape of the lifts.
