Did you notice the extra pair of front wheels from the SdKfz 251 chassis under the hull of this thing? Really weird...

It's not pretty is it.  And when you read the following on the wiki page it all makes sense;
"The P.139B was the result of design work from the former Blackburn Aircraft design team."
