With that badge on the door I can see this as a police car chasing a crook on foot down the street.  "I'd stop running but I might get chopped up. How do I surrender"?

That would have only been a matter of power. I wonder how a downhill drive would have ended, AFAIK this thing did not have brakes...

I'm not sure where did you get this information, but AFAIK the brakes were integrated in the front (aluminum)wheels to reduce drag - the wheels were designed by Leyat of course .
There is an original Helica with standard wheels preserved in France  - one can recognize the drums of the brakes.
