If you can whiff-jitsu the backstory to your satisfaction, then the best way to build a model of something like this would be to use a 1/12th scale motorbike front wheel with a 1/48th or 1/56th (28mm) driver. Some of the Tamiya bikes are reasonably cheap nowadays: the XV1000 Virago has a 19" front wheel and the Suzuki Katana has an 18" one. There's probably some kind of trail bike with a 21" front wheel, but it may not be cheap.

Annoyingly, you can't use a 1/35th figure. Doing the maths:

21" wheel scaleorama'd from 1/12th to 1/35th = 5.1 feet diameter, which is a bit too small


but:

21" wheel scaleorama'd from 1/12th to 1/48th = 7 feet diameter 


Since you're most likely to find a post-apocalyptic bike rider in 28mm wargames scale:

19" wheel scaleorama'd from 1/12th to 1/56th = 7.3 feet diameter
18" wheel scaleorama'd from 1/12th to 1/56th = 6.9 feet diameter
17" wheel scaleorama'd from 1/12th to 1/56th = 6.5 feet diameter

Bottom pic you can see a disc brake on the large drive wheel just under the seat.

One of the problems when you try to stop quickly is "gerbilling".

Surely you remember how you stopped your bike many years ago!  In this case, steel heel studs would be a good idea.   I rather like the idea of GERBILLING, but only if I am a spectator at a safe distance.
