realistically: no. The old Beetle had a platform chassis: you could remove the body just by undoing a bunch of bolts, then you'd be left with a 'skateboard' with the engine and wheels. Drop a poly body on top, and you're done.
The New Beetle is a monocoque. You can strip the outer body panels (hood/trunk, fenders, quarter panels), but even on a Beetle Cabrio you're left with a tub that includes the windscreen and its surround, the front and rear firewalls, and front and rear inner panels that are welded to each other and the floorpan. These dictate the shape of the car, so any 'buggy' body would have to fit over all of this.

Special Hobby do a Tempest Mk.II in 1/72 in two different boxings IIRC for different operators and of course there is the old Matchbox Mk. II/VI kit too

Early stuff is basic and can be hard work, middle period (which I consider the Tempest to be in) can be a bit hit and miss. You can have a decent kit marred by one problem that can take a lot of work to sort out. Latest stuff is up there with the best IMHO.

Special Hobby is frankly vile due to the resin that simply does not fit at all - the wheel well insert has to be sanded until the top is tissue thin or less, whilst the wing inside also needs a good deal of sanding.  Mine were donated to someone prepared to do the work.  I'll make do with the Matchbox one.

"Proper" Beach Buggies (like the Manx and Bugle) sat on a shortened (cut and shut) Beetle floorpan.  There were buggies which used a standard length Beetle but quite frankly they look crap.

Maybe the ones that could be re-furbished easiest?

Some may be beyond recall sadly, it's been DECADES since many of the 1/32 scale cars were produced en masse.
