Up the proletariat!  I think it is time for the People to rise up to the imperialist running dogs, and start our own collective build!  We will conquer the capitalist pigs over the land, sea, and air!

When the treacherous running dog Yeltsin tried to climb the tank during his treasonous uprising, he had a heart attack (something not possible with our perfect socialist health care system) and died...and when the greedy Western capitalists, realizing that they no longer had the materials nor labor to sustain their corrupt lifestyles, started losing their influence, they turned to us to continue their decadence.  They are now begging us to take their money in exchange for cheap, hardworking socialist labor and superior materials!  Now, with an influx of cash, we shall show them what The People are capable of without Imperialist influences!

Yeltsin died of a heart attack trying to climb up that tank during the uprising.  With the symbol of Russian democracy gone, and no other up-and-coming leader charismatic enough to take over the reins, the idea of a democratic Russia faded into the background....the Wall stayed up, and the Eastern Bloc stayed strong.  The West, finally running out of places for cheap labor, finally approach Russia and China as a source of cheap labor and materials.  After much political maneuvering, a deal was struck, with the Western powers gambling that capitalism will weaken the Soviet will.  Unfortunately the gamble did not pay off, and the now both sides are codependent on each other but also wary of each other. 

What if what happened with China also happened to the Soviet Union?  Now a renewed arms race is on, with all communist nations getting more arms.  China develops its carrier navy sooner, and renews ties with the USSR.  The Soviets develop more tanks, aircraft and ships.  Cuba and North Korea gets Su-27s, 33s, etc.  We'll go with models that are communist-themed.

Possible, but more believable if he had fractured his skull after falling off in an alcoholic stupor!

Still a continued cold war is a nice touch as allows much of the next generation hardware in development in the late 89's early 90's to enter service.

The other aspect of this theme is that we have had an influx of new accurate models of Soviet Hardware rather than the best gueses of previous years which should greatly increase the scope of this build with the greater choice of hardware to choose from.

By 1991 (the year of the tank climb), the Warsaw Pact was, for all intents, dead. There was no Eastern Bloc to speak of. The Germanies were reunited, democratic elections had already been held in Poland, Czechslovakia and Hungary (and Czechslovakia was in the midst of breaking up anyway), and what was once the Soviet Union was already the Commonwealth of Independent States. It's really hard to remember how fast it all happened, looking back twenty years. If the Soviet Union were to become resurgent, the former Pact nations would be incredibly nervous and desperately begging for NATO aid (not to mention the Ukraine and the Baltic states). Considering the Soviet mindset, this is not a misguided notion (the Pact was basically a line of buffer states to keep foreigners off Soviet soil). The whole reason for the attempted coup in the first place was that Russia was pretty much bankrupt, and some misguided souls in Russia thought that if the Communist Party were back in power it would have solved everything; conveniently forgotten was the fact that the Party got them into that mess in the first place. The international aid that the CIS was receiving by then would have dried up completely, the people would starve, and there would have been another, far more bloody revolution to get rid of the Communists once and for all.

If you're looking for a departure point, it would have to be much earlier, say, in the mid-Eighties. with the deposing of Gorbachev and the repeal of Perestroika and Glasnost.

Still would have ended the same, though. By the time Gorbachev assumed control of the Politburo the USSR was all but bankrupt and was dependent on foreign aid to feed it's own people. The Cold War would have staggered on for another decade, maybe, before the USSR collapsed under the weight if its own ineptitude. But given that, the collapse might have been much, much bloodier.

Now that's interesting. With that premise, I could see a 21st Century Soviet Union similar in structure to the present-day China. Free-market reforms but with the Politburo intact and central control. Give the USSR of the 60s-70s these kinds of reforms and the worst excesses of that time would have been avoided. Actually, Supertom's idea works perfectly given a departure point in the mid-to-late 60s. The Soviet sphere of influence would have been greatly expanded with the influx of Western cash; say, the Ministry of Economic Control fixes the Ruble to a solid Western currency like the Franc and there is more trading with Western Europe.

Following on from that, the USSR is not seen as such a boogey-man (at least in Europe) and there is more co-operation against, say, the "evil" Chinese. NATO loses strength, American bombast against the evil empire gets tarnished and there is a shift in the Cold War to focus less on the European Theater and more on the Pacific.

At a first approximation, you could possibly use a SR-71 as the basis for that.

Nah. I say, go big or go home. Use the old, inaccurate rounded-triangle-shaped 1/72 Revell B-2 "Stealth Bomber"; the wings look about right. Cut in a new center section for the fuselage. Sure, it would be about three feet long but think of how cool it'd look in a contest!
