a. they needed to camoflage the tank.
b. they had a large number of skins lying about.

I wonder if the sheepskins would have any impact on the tanks thermal image ?

The sheepskins are a great colour match to the surrounding countryside & wool is an excellent thermal insulator, so I would suggest it would have a significant impact on reducing the tank's thermal image............................. & sheep are a readily available resource in rural Libya.
