The reason I asked was that the decision was made to basically increase increase the demand for Naval aircraft.  I was just curious when.

I did not know that it wasn't until 1935 they had a doctrine for amphibious landings and it wasn't until 1939 that it was specified formally that their job was to help facilitate landings and replace naval aviators as need be.
That being said, I'd like to remind everybody in a manner reminiscent of the SNL bit on Julian Assange, that no matter how I die: It was murder (even if there was a suicide note or a video of me peacefully dying in my sleep); should I be framed for a criminal offense or disappear, you know to blame.
