No its not just you.
There does appear to be a resemblance...

...just like there is here.

Another ill conceived, lazily thought out, crudely executed and badly painted piece of half arsed what-if modelling muppetry from zenrat industries.

Definitely related to Putin that's for sure. I suppose when sculpting the master for a figure it's a lot easier to work from a photo of a real person ?

Actually, if you look through the figures available in1/35th many of them look like someone; Charlie Sheen, Tom Berenger, John Wayne, Vlad "The Impaler" Putin, etc.

It's actually a game I play sometimes - Pick the Famous Person Used as a Model.

True, plus a lot of wargames/RPG figures are obviously based on popular franchises for which the maker doesn't have an official licence so they have 'nudge-nudge' names like Mystery Doctor or Star Warrior Smuggler. I've got a couple of figures of a young lady in tight black PVC, a basque and a trenchcoat, wielding a pair of automatic pistols and called 'Female Vampire Werewolf Hunter'. Any resemblence to persons alive, dead or undead etc....

It's not just physical figures either.  For your consideration, from Daz3d:

And yet I've never found a Buffy figure that bears any resemblance whatsoever to Sarah Michelle Geller  If I could I would have bought it. Even asked the people on the IPMS fantasy SIG stand. Lovely lady runs it

Do these guys look hauntingly familiar, 'colonial' even?

Or how about the 'hitchhikers' on the bottom row of this pic:

From Denizen miniatures: http://www.denizenminiatures.co.uk/

BTW, off-topic, but Denizen also do gorgeous 1/43rd scale racing drivers and pit crew from a range of eras: http://www.denizenminiatures.co.uk/rd_new/drivers.htm
