The NO-1 and NO-2 were trainers: the student(s) was (were) piloting a flying boat while the teacher remains "dry"...

Of course, the NO-1 and -2 were just "proofs of concept", built with standard P-38 parts, but the final versions were the NO-1B and -2B, with glassware for the teacher to control students:

I looked in the secret archives (in my mind) and found the answer: the OO-1 was a marine observation aircraft, with a pilot in the hull and 2 observers above:
