Not all targets would be considered worth a nuclear weapon, ran the thinking, so streams would still be employed to destroy them.

Remember, what the Russians were going to do was a mystery for the most part.   The USAF modelled their opponent's strategy on their own for the most part.   What the USAF was going to, the Soviets were also going to do.
