If you haven't seen the "Girl Genius' comic by Phil Foglio, you really need to look for it.  It's billed as a "gaslamp science fantasy" and is a delightful read.

One of William Gibson's books has a similar premise: 'The Difference Engine' is set in the Victorian era, but one where Babbage's mechanical computer designs were successful.
