Outside of wartime the USCG is considered a form of paramilitary Border Police, rather than a military force, so; Yes.

After seeing the very interesting decals on Chronics' posting I want to know if you're allowing any law enforcement units. The list is endless but things like these:

US Marshals
National Parks Service, US Park Rangers, US Forest Service  https://www.nps.gov/subjects/partnerships/services-and-supplies.htm
Some really odd ones like the Smithsonian or  https://www.police1.com/evergreen/articles/7-unusual-police-agencies-youve-probably-never-heard-of-SBrKlxP41YYpoE6r/

It's not just the US, we have had some odd ones in the UK too: Aberdare Canal Police, Ffestiniog Railway Police, Royal Parks Constabulary etc https://british-police-history.uk/cgi-bin/index.cgi

You'd need a vehicle of Spanish origin.  A Seat van with an appropriate colour scheme and flashing lights?  Electric powered so it was silent so no-one could hear it coming (they would be expecting it otherwise...).
