You need to check your Air Navigation Order 2016 (as amended) and Rules of the Air Regulations 2015 regarding single-engine aeroplane ops over congested areas!

Check Official Record Series 4 for the exemptions to the Rules Of The Air that apply to Police and other Emergency Services.  Then PM to find out who wrote them!
