Recce and Surveillance GB - Rules

The back story can always be adjusted to fit the build to the GB.  For example;

With respect to ground vehicles, a lot are dual-role: for instance, some 'recce' armoured cars have pretty hefty guns (AML-90...) and have roles including screening, fire-support and flank protection in addition to recce. An M3 Bradley 'recce' vehicle is externally almost indistinguishable from an M2 'fighting' vehicle, including the TOW missiles, sp where do you draw the line?

"An officer in the turret with binoculars is mandatory"    

No, in the case of the UK/Commonwealth an NCO is an adequate crew commander.  Only Europeans and the US reserve that occupation for officers.

On the one hand, they're definitely 'gathering data' (there's literally a probe around Mars called the Mars Reconnaissance Orbiter) but on the other hand, there's no 'enemy' (as far as we know...) to be spying on.

Yep, reconnaissance isn't a purely military term but in doesn't tend to be used in civilian circles.  The principle is the same however, gathering information to determine your strategy.
